Making a structure truly healthy and habitable for adults, children, and pets requires a number of forensic investigative tools. An understanding of the conditions that created the problem and the transport mechanisms involved in spreading the problem is crucial to finding real and lasting solutions.

EIS inspects homes and commercial buildings, addressing all aspects of the environment that can be an issue to the inhabitants. Our inspections are directed to assessing any environmental problems and to providing strategies and priorities for correcting them. We are your solutions team.

EIS was established in 1992 in response to the widespread environmental issues in design and construction. Microbial growth in a house or office does not tell the whole story of a problem, and efforts to get rid of visible mold often fail to address its underlying causes.

Our staff of highly experienced, skilled, trained professionals uses state-of-the-art instrumentation in our investigative work. We have conducted over 2,500 building surveys for business and building owners, property and risk managers, physicians, schools, state and local governmental agencies, insurance companies, law firms and the general public. We have also done environmental assessments on corporate jets and luxury yachts. We have conducted surveys throughout Southern California, as well as projects in Florida, Utah, Washington, Texas, and Idaho.

Richard Scarborough the owner and chief inspector for EIS, holds a Bachelor of Science degree in Chemical Engineering from the University of Rochester, Rochester NY. He has over 30 years in the health and safety industry. He worked in the corporate aviation field where he served as an engineer, mechanic, inspector, and ATP pilot.

As a general contractor (#B671175), building inspector, and building scientist, Richard has a gained a great amount of experience in identifying and avoiding building defects. He is currently focusing on working with clients to build new housing that is environmentally green and healthy.

In an effort to create environmentally green, safe, and energy efficient housing, Richard has studied with the Environmental Protection Agency, the Bau-Biologie Institute, the American Indoor Air Quality Association and many other professional institutes. He has received extensive training in the areas of building science, construction protocols, indoor air quality analysis, testing and remediation, and electromagnetic field testing and abatement. He has trained and worked with Dr. Joe Lstiburek of the Building Science Corporation, who is one of the leading consultants in the country for building forensics and failure investigations.
